I hope that all Calif directors and managers read this fine article and grasp the clarification it provides. Both Best Friends as well as Cal Animals (and Koret’s legal) instruct the shelters that the totality of Hayden’s Law has been “completely repealed and is inapplicable today in shelter operations”. Trying to straighten out this fallacy is tiresome for myself and other legal animal advocates. The directors come home from the BF seminars/conferences seemingly brainwashed. They need a refresher in civics. Hayden’s IS the law. When you read …“enacted 1998” after an animal/shelter statute, it signifies Hayden’s and is STILL VALID. Codes containing these statutes are republished annually to verify statutory validity.

The only true way to change Hayden’s is through the legislature. And BF, Cal Animals, Koret, Maddies, et al, all realize they LACK the public sentiment and support to do it. In fact they run from public engagement of their “progressive” directives. So instead they literally aid and abet cheating….they facilitate, encourage, promote, and directly cause violations of state law.

We just received the news that the lawsuit against Riverside Country Animal Services for their Hayden Law violations is MOVING FORWARD! Thanks in part to a declaration provided by one of those responsible for drafting and passing the Hayden Laws back in 1998.

Taimie Bryant, also a law professor at UCLA was able to share the intent of the Hayden Laws that were enacted to protect animals in the shelter, and to also share how those laws provided a way for animals to be given a second chance at life through rescue groups. Of course, there are also other provisions in the law that shelters must follow. More info about the law here:

https://en.wikipedia.org/wiki/Hayden_Act

Our rescue successfully sued Marcia Mayeda, shelter director and LA County Shelters for their violations of the Hayden laws in 2024. ( story here:

https://www.theacorn.com/articles/state-supreme-court-sides-with-strays/)

Unbelievably, LA County attorneys (paid for with our tax dollars) and Cal Animals fought this ALL THE WAY TO THE SUPREME COURT.... wrap your head around this .... they FOUGHT FOR THEIR RIGHT TO KILL ADOPTABLE ANIMALS. Their right to violate the law.

These are the people who is running our shelters in California. Wonder if people know that Marsha Mayeda, who openly violated the California Hayden laws for almost 20 years is making about $30,000 A MONTH, more than our California Governor makes? Glorified dog catcher who thinks she is above the law.

If you don't know, Cal Animals is a conglomerate of over 200 shelter directors who will stop at nothing to maintain their complete control of our California shelters. They have shown they have ABSOLUTELY no interest in following animal protection laws. Orange Country has been sued and lost, San Diego Humane Society sued and lost, now TWO lawsuits against Riverside Shelters, my lawsuit against LA County. ALL OF THESE SHELTERS ARE "CAL ANIMALS" MEMBERS.

For just one example, Gary Weitzman, shelter director at San Diego Humane Society, also a BOARD MEMBER of Cal Animals. Authorized the illegal dumping of about 20,000 (that we KNOW of) friendly, tame cats all over San Diego county streets to die. His pals at UC Davis Vet School, Kate Hurley and Dean Mark Stetter have "SANCTIONED" this scheme, calling it the Million Cat Challenge (see who else is involved here: MillionCatChallenge .org where they brag they've dumped FIVE million cats on the streets to die) Best Friends, Maddie's Fund, PetSmart Charities, PetCo love.... all donated to violate California Hayden laws and dump cats on the streets.

It's long passed time to hold these shelters directors accountable for breaking the law and saying their "policies" trump the law, these we know for a fact "SELF ANOINTED" experts have helped to create the current crises in our shelters. It's time for some transparency and accountability.
