A recently released 2024-25 San Diego Superior Court Grand Jury report about animal control services by SDHS showed data that Gary and his organization aren't meeting contractual obligations. They don't provide the MINIMUM number or patrol officers (4 to cover over 300 square miles which includes 70 miles of coast line and 400 parks), rarely write citations for off-leash dogs, and have slow response times to service calls. In the newspaper article about the report, SDHS claimed the report was full of mischaracterizations and untruths. The previous year, the Grand Jury reported that SDHS didn't follow up on dangerous dogs or dog bites. So the SDHS has chosen to do nothing about public safety in the past year...
